The French speaking province of Quebec administers its own immigration programs with selection criteria that are distinct from those of federal immigration programs.
Foreign nationals wishing to settle permanently in Quebec must undergo a two-step immigration process. First, they must apply to and be selected by the Ministère de l’immigration et des communautés culturelles (MICC), Quebec’s immigration authority. Once selected, they will receive a Certificat de Sélection du Québec (CSQ) which enables them to apply for a Canadian Permanent Resident visa. Citizenship and Immigration Canada’s role in evaluating a Quebec Selected applicant’s application for permanent residence is limited to issues of health and criminality.
