And I too tend to think that there will be some changes coming which will indeed make the residency requirement more strict and perhaps address other issues related to this. It is clear, the Harper government generally, and Minister Kenney in particular, intend to reduce the extent to which the Canadian citizenship is obtained for the primary purpose of having a Canadian passport.<br /><br />But what <em>EasyRider</em> posted is a point well-taken as well. And indeed this does appear to be a world-wide trend. It may be a temporary trend, in part due to the global economic situation, but for now this does seem to be the trend. And indeed, changes to the Canadian Citizenship Act seem almost certain to happen, though the question is what those changes will mean for prospective citizenship applicants.<br /><br />So there is some pressure, indeed, on those who are now <strong><em>eligible</strong></em> for citizenship but who may not have reached the 1095+ threshold for physical presence. <br /><br />That, however, is not the same issue that underscores the more controversial side of this discussion, the rush to get a Canadian passport by those who do not really intend to remain settled in Canada, who do not really intend to make Canada their lifetime home. This leads back to the observation by <em>eli</em> that seeking citizenship for the primary purpose of obtaining the Canadian passport is a bad thing . . . at least the Harper government thinks so and appears to be taking steps toward reducing the extent to which this happens.<br />]]>

For someone BORN in Canada, it is a no brainer. For a person who is naturalized and, after 3, 5, 20 years decides Canada is not their country any more, for whatever reason, is understandable as well.<br />However to come here and post your deliberate intentions to become a citizen with the sole purpose to then move away for several years does rub ME wrong. I realize that people can do what they want and if they can get away with that, good for them, but it doesn't mean I have to like it.<br />I really am not holier than thou or anything like that, but to me that feels like cheating the system. I personally would not do it... but everybody has their own level of honesty, and their own reasons.<br />I am still curious as to the reasons though and I hope the OP does not feel threatened by my disagreeing with their plans. Feel free to post your motives, I shall not bite you  (but will probably still not agree which is my right too)</td></tr></table></td></tr></table><br /><br />By the way, I did not move the "here we go again" post because it seemed relevant to this topic. And, indeed, the question you posed is relevant, and in a sense the post I quote above is posing a very similar question. <br /><br />In my most recent post, in which I mention the extent to which Canadian citizens do live abroad, I attempted to be clear about the distinction between a <strong>citizen</strong> deciding to reside in another country (and again, there is no requirement to live in Canada in order to keep Canadian citizenship) and someone who is not a citizen, who is applying for citizenship, who is in effect representing a desire and intention to make Canada their lifetime home. It really is not a fine line between these two. One is about the rights of citizens of Canada. The other is about becoming a citizen. <br /><br />People decide to reside in another country for many different reasons, and most of those reasons do not mean the person has decided that Canada is not their country any more. For some, yes, they move abroad with the intent to make their permanent home in another country. For a great many, however, circumstances in life, including opportunities of this or that sort, lead to a decision to live in another country . . . for a year or two, or longer, or much longer, with the idea, however, that their home will still be in Canada.<br /><br />I tend to agree with you, that the applicant who does not have a genuine intention of making Canada their lifetime home really should not be applying for citizenship. There is no discretion in the current law, however, to deny an applicant because of such intention. That said, as I tried to outline, the underlying issue raised by the scenario which <em>john.foot</em> has posed is indeed common, and is something that CIC is well aware of and is trying to address in one fashion or another. I do not really know how it will go, but I have the sense that <em>john.foot</em> is not going to find it easy to succeed in this plan. There are pitfalls and where most applicants find CIC to be rather lenient, someone in this scenario might discover that CIC can be harshly strict for some. Not sure that will happen. Not even close.<br /><br /><em>2inCanada</em> is referring to a decision made by someone who is a Canadian citizen. You are not a Canadian citizen. You are not yet even eligible to be a Canadian citizen. But you already have an intent to not settle in Canada permanently, but rather a plan to only live in Canada temporarily, in fact, temporarily only long enough to think you have qualified for citizenship. <br /><br />Moreover, you will not even be a citizen when you move out of Canada. <br /><br />So, no, that is not your point.<br /><br />As has been said many times, other than some fairly extreme cases in which the applicants lacked credibility for blatant reasons and otherwise failed to submit solid evidence, no one here has seen or heard of any case in which someone who has solidly documented 1095+ days of physical presence has been denied citizenship. So your odds, if you do gather and submit that level of convincing proof, are very good, but, since your intention in coming to Canada is not to live in Canada permanently, if CIC can find any flaw in your case I suspect you can expect them to be harshly strict. A friendly Citizenship Judge is probably not in the cards. <br /><br />And, as I alluded to previously, three plus years from now is a ways off, and there are at least some hints that the Harper government will be introducing some changes to the Citizenship Act and there is a distinct prospect that the residency requirement will be among the provisions changed . . . how so, I do not know, but I do know that your scenario is one that this government is well aware of, that they do not approve of, and that they would like to restrict or even prohibit, so changes could be coming that will dramatically affect cases like yours.  <br />]]>
