Subject: FINGERPRINT REQUEST FROM MISSISSAUGA OFFICE
Date Posted: 08 Feb 2010 at 6:48pm

Did anybody receive fingerprint request from Mississauga office before invitation to write the test?

Does anybody know how much it can delay a case? How fast do they get fingerprints back from RCMP if it is done electronically?
And how fast someone at the office is looking at it after receiving it back from RCMP?
If anybody has gone through the same thing please let me know!!!!!

THANKS!!!!!!!!!!!!!

Thanks for the quick response!!!

Do you know if the local office does something with it or they just sit on it for a while like on everything else.
My question is how much delay it means if everything is ok?

THANKS!

ANYBODY WHO HAD TO SUBMIT FINGERPRINTS TO MISSISSAUGA OFFICE?
I'D JUST LIKE TO KNOW IF THEIR CASE WAS DELAYED A LOT BECAUSE OF IT, OR NOT?

THANKS, ANY INFO IS APPRECIATED!!!

You can do it with commissionaires.ca using digital fingerprints and it will not delay the file...

Just a follow up...
I did the fingerprints today morning. (electronic ones)
The guy sent them to RCMP when I was still there.
He said it does not take long until RCMP sends the results to local CIC office.
I'll share the timeline when they resume with the process of my appl.
It is useful information for those who will be asked to do fingerprints also.

Hi Sendi - Where did you do your fingerprints in Mississauga and how many days after your fingerprinting was your test date and oath

I have not taken my test yet. FP results have not been received by Miss. CIC. At least that's what call centre tells me.

I would not expect this to be done fast unless you get lucky. I personally know of a man that works here where I live in my condo. His file was transferred to Mississauga and then they sent a letter for FP and it has been a few months now and no results yet. They still do sit on this too. Hopefully you will be more lucky than he was.

I know canadaturk! It has been 4 months, and nothing happened yet, so I am aware that is not a fast process. Hopefully within the next month or so Miss. CIC will get the results back and after they will call me for the test. I gave up already!Confused

OK, it doesn't make sense to me why the local CIC office asks for finger prints? I mean request should come from RCMP as a part of their background checks and should be done before they transfer the file to local office.

On CIC website it says,"You need to submit fingerprints in order to verify your identity and confirm that you do not have any criminal charges or convictions that could affect your application".
But, How the local CIC know that you might have criminal record, convictions or identity problems? isn't the RCMP have all these records? what are their criteria to select one applicant to ask for FP and delayed his/her application for almost a year.
anyone please explain that to me.
Thanks alot.

FP are requested when there's namesakes/homonyms. RCMP does a BG check following a request from CIC. RCMP finds it necessary in the case of namesakes to have the FP, and CIC is the interface between them and the applicant. After all RCMP check is just one of numerous other checks and I'm curious to know how would you appreciate submitting yourself (the 3 levels of ) BG checks to all of RCMP, CSIS and CBSA and later end-up filling tons of forms?
Myself? I would find it heavily bureaucratic. I don't care if CIC nudges me to send FP, but I'll be freaking out if I receive a mail from RCMP, specially if all what I did was to apply for citizenship.

My husband was also requested for fingerprints in March 2010 by the Calgary office. He also went to an authorized digital fingerprint agency as per the letter he received from the Calgary office and we were told the same thing by the agent as you were told; the fingerprints were sent electronically to the RCMP, who does the background check. Once the RCMP complete the background check, the RCMP are supposed to send the results of the background check to the local office who requested the fingerprints. The online status did not change at all. It said "In process" prior to receiving the request for fingerprints in March and it still says "In process." We have no idea if the RCMP have completed the check or not. Hopefully they have. Actually, that's a question I would like to ask to members of this forum - is there some way to check either directly with the RCMP or with the CIC to find out if the security check has been completed and when the results were sent to the local office?

I looked through the RCMP web site and I found the information copied and pasted below on this web page: http://www.rcmp-grc.gc.ca/cr-cj/app-dem-eng.htm.  I will send an email today to the address shown below to ask if the RCMP have completed the screening service and when the results were forwarded to the local Calgary office. I will keep you posted if we receive a reply and what it says.

How do I verify the status of my application?

When you call CIC helpline they inform you of the status of the BG checks (pending or completed). Unlike other protected information they do not communicate over the phone (test results or judge's decision), they show no reluctance informing about BG checks status.

Thanks Mrstaycation.
In addition to sending the email to the RCMP we will also call the CIC call centre to ask about the status of the background check as you suggested (the CIC call centre is not usually a great experience for us, but we shall give it a go).

Call early in the mornings, that's when they are the least busy (like 8:00 EDT/EST, they do not filter calls based on the provinces). To skip listening to the menu options press after dialling 1-888-242-2100:  1, 2 then 3. You may add a 0 to avoid listening even the last informing message.

Take care

Hi Frankie,
I started this thread because first I was very upset that I had to submit fingerprints.
I submitted them Feb. 9, 2010. Nothing happened for months, and months.
Then I e-mailed RCMP (same e-mail address that mrstaycation shared a few posts ago), to check the status. They actually e-mailed me back, and it was specifically about my case, not just a general reply. But they wrote in the e-mail that it takes more than 120 WORKING days until they will send the results back to CIC Mississauga. This was on May 28, 2010. I waited again, but only 1 month, and e-mailed RCMP again. Then suprisingly they wrote back, that they already sent the results to Mississauga CIC on June 3, 2010. But if I check e-cas, it does not show anything. But at least I know, that they have all the information needed. All I want to say is, that I think my e-mail to RCMP in May, helped a little bit to speed up the process, since a few days after my e-mail they finally got back to CIC Mississauga. So, I think it`s a good idea to follow up with RCMP, they will look into your file sooner.

Anyway, that`s the right one, good that you e-mailed them. That`s the only thing you can do right now other than waiting patiently.

RCMP always replies inquiries about status of fingerprinting/criminal applications whitin 2-3 working days from date of your inquiry. If you send them your fingerprint electronically it takes less than two weeks for them to process it and send results to your local citizenship office but if you send them paper-based fingerprints it would take longer and sometimes a few months from date of submission. I personally sumbitted electronic version of my fingerprints through a certified criminal record check center and a few days after submission, RCMP replied my email that the criminal processing is done and they will send it to my local CIC office. So fingerprinting is not big deal. Just do it quickly at a certified criminal record check centers and they will care about rest of the process.

FYI,  my email (dated March 29, 2010):

Hello RCMP,

I would like to know the status of my application for Fingerprint Screening/Criminal Record. My information is:

First Name: XXXXXXXXXXX

Family Name: XXXXXXXXXXXX

Date of Birth:  XXXXXX

Reason of Application: Citizenship Grant

Date of Application: Electronic Fingerprints/Application on March 25, 2010

Thank you,

DrSec,

I don't think that RCMP replies always as fast as you stated. There were many people on this forum who had the same experience as me. In my case it took them almost 4 months to send the results back to local CIC, and I did the electronic ones as well. Some people are just luckier I guess. It is the same with some citizenship apps. as well. Some people are done with the whole process in a year, some of them experience huge delays for no exact reason.

For citizenship grant I think they will do it in less than two weeks. This is what I was advised by a certified criminal record check company in Montreal where I did my fingerprinting. This was my second experience. I did my first fingerprinting in Canada in 2005 for immigration purpose. That one was paper-based and took around two months to be processed.

The link below is where I did my fingerprinting. You can check this link for waiting time:

http://www.identificationcanada.com/EN/index.php?pg=Biometric+fingerprints - http://www.identificationcanada.com/EN/index.php?pg=Biometric+fingerprints

http://www.identificationcanada.com/EN/index.php?pg=Ink+Fingerprinting+Services - http://www.identificationcanada.com/EN/index.php?pg=Ink+Fingerprinting+Services +

Fingerprinting and criminal record processing is independent service that is being done by RCMP not just for citizenship purpose but for many other serious inquiries like Employment, Court cases, etc... If Citizenship offices or Citizenship Call centers do not provide reliable information to the clients, it does not mean RCMP is doing very random job.

I would like to add that Electronic fingerprinting is different than Electronic submission. For immigration my fingerprints was taken by digital reader then printed on paper and submitted.

Also processing time would be affected by quality of your fingerprints and fingerprinting process. If one of your fingerprint falsely identified as a criminal or Automatic Identification Unit suggests some fingerprints from criminals that have some similarities to yours, then an expert officer should examin it manually that introduce some delays. So having high quality fingerprints can help system to process it faster.

In any fingerprint Identification or verification systems, there are two important parameters:
1) FAR (False Acceptance Rate)
2) FRR (False Rejection Rate)

In Fingerprint Verification Systems, FAR should be zero. For example you want to use a Fingerprint Veritication System as access control for your apartment. So your system should be very picky and don't let anyone other than you and people that are enrolled to the system enter the building.

In Fingerprint Identification System (the one that police is using), FRR should be almost zero and FAR is being set to some value depend on rigorousness and strictness. That means any similarity to a criminal fingerprint should not be ignored and suspects should be examined by an expert. In other word this kind of systems is trying to identify and not verify.

Regards

HI Shaz,
In the letter from the local Calgary CIC office requesting the fingerprints, they attached a page of Accredited Electronic Fingerprint agencies in Calgary where you can go to have fingerprints taken and sent electronically to the RCMP. Here's the list my husband received for Calgary (we went to the Canadian Legal Resource Centre, shown below. Recommend you call first as most agencies require an appointment):

Commissionaires Canada
Electronic Fingerprint Agency
Corps of Commissionaires
518 9th Ave. S.E.
Calgary, AB  T2G 0S1
Tel. 403.244.4664
Email: cccoc@telusplanet.net

International Fingerprinting Services
103 - 615 McLeod Trail S.
Calgary, AB  T2G 4T8
Tel. 403.261.9880
Office Hours: 8:30-3:30, by appointment

International Fingerprinting Services
4888 72nd Ave. S.E.
Calgary, AB  T2C 3Z2
Tel. 877-236-8544

Canadian Legal Resource Centre Inc. (this is where my husband went)
Suite 319, 4014 McLeod Trail S.
Calgary, AB  T2G 2R7
Tel. 403.229.2774
Email: debbie.ward@canadianlegal.org
Web site: www.canadianlegal.org

Other Accredited Fingerprint Agency (does not say if they do electronic FP at this location):
Access Legal Reseach Inc.
700, 933 17th Ave. S.W.
Calgary, AB  T2T 5R6
Tel. 403.228.1300
Email: mjfinner@telusplanet.net

The letter also provides these following instructions:

When you go to have your fingerprints taken, you must bring with you:
  • the letter requesting your fingerprints so that your citizenship file number and the address of the citizenship office requesting your fingerprints are properly noted on the fingerprint form;
  • your proof of permanent resident status (Record of Landing (IMM1000) or Permanent Resident Card);
  • at least one other piece of valid identification that contains a photo and signature; and
  • the appropriate fees.
We went to the Canadian Legal Resource Centre after first calling ahead for an appointment. The agent was very professional, completed form C-216C with the relevant information, took my husbands fingersprints electronically and then sent them to the RCMP right away while we were still in the room and gave us a paper copy of the form C-216C that shows all my husband's fingerprints, photo and personal data. By the way, she also took a digital photo of my husband to accompany the form to the RCMP. The fee was $50 plus GST.

Shaz, most welcome. I will post in this forum how long it takes to get an email reply from the RCMP and if they tell me the date that the results of the fingerprint screening were sent to Calgary office. We have not yet called the CIC call centre to ask the same question, but we will do this later in the week. I hope to hear back from the RCMP before the end of the week, however, they posted a note on their web site saying that they are experiencing a high number of requests.

I also wonder if perhaps the G8 and G20 summits held recently in Ontario might have diverted RCMP resources away from citizenship applications so they could focus on security concerns specifically related to these summits.

Frankie

Just to give you all an update. My husband sent an email on June 26 to the RCMP at  the below email address. On July 6, he received a reply from CivilNPS asking for clarification on which name was his first name and which name was his last name or family surname. My husband replied back on July 6. In the original email sent by my husband he showed his full name in the following format:
"First Middle Last", exactly how it appears on his PR Card and on form C-216C, which is the form containing his fingerprints and personal data that was sent by the accredited FP agency to the RCMP on March 31. I guess this wasn't sufficient for the RCMP to answer our email so they wanted to know which name was his first name and which name was his last name.

We are still waiting for an answer from CivilNPS on whether the BG checks are now completed and what date the RCMP sent the results to the local Calgary CIC office who requested the fingerprints. FP were sent electronically on March 31 to RCMP.

I have some good news on our email request to the RCMP (CivilNPS@rcmp-grc.gc.ca) on the status of the fingerprint screening for my husband, which was requested by the Calgary office on March 18, 2010 and my husband had his fingerprints done by an accredited electronic fingerprint agency in Calgary on March 31, 2010. We received an email reply today from CivilNPS stating the following:
file:///C:%5CUsers%5CFrances%5CAppData%5CLocal%5CTemp%5Cmsohtmlclip1%5C01%5Cclip_colorschememapping.xml - - Records Check in the matter of: [First Name Last Name] DOB YYYY-MM-DD
- Has been completed on the week of 2010-04-01 and have been sent to the
-
- ROOM 170, 220 4TH AVENUE SE
- - So looking at the timeline, it looks like the fingerprint screening only took a few days, which is good, as it means that there was virtually no delay to my husband's case due to the FP request. So now we just continue to wait for a test date, maybe sometime in November.

By the way, it took just over two weeks to receive a reply by email from CivilNPS. They are very busy.
