The Canadian Experience Class (CEC) is a permanent resident category for individuals with skilled work experience in Canada. The authorities developed it for people with qualifying Canadian work experience such as:
- Temporary foreign workers and,
- Foreign graduates

Intake

- Assessing the applications against the Ministerial Instructions (MI) and,
- Placing the applications into process
The Check for Completeness
The authorities have mandated that applicants would need to submit their complete applications for review to the Centralised Intake Office (CIO) in Sydney, Nova Scotia. This would include all the relevant:
- Forms
- Fees
- Information and,
- Supporting documents
The authorities would review the applications received for completeness initially. They would do this based on the document checklist requirements in place at the time the Centralised Intake Office (CIO) receives the applications.
- If the application meets the requirements specified in Section 10 of the Immigration and Refugee Protection Regulations (IRPR) (refer to Appendix B) and the document checklist requirements in place at the time the Centralised Intake Office (CIO) receives the applications:
- The Centralised Intake Office (CIO) would:
- Enter the application information into the Global Case Management System (GCMS)
- Recover the processing fee
- Assess the application against the applicable program eligibility requirements and / or the Ministerial Instructions (MI)
- The Centralised Intake Office (CIO) will do this if the application belongs to the federal skilled worker, federal skilled trades, Canadian experience and start-up business classes
- In case the application does meet the requirements prescribed under Section R10, including the application kit requirements in place at the time the Centralised Intake Office (CIO) receives the application:
- The Centralised Intake Office (CIO) would:
- Return the application to the applicant as incomplete and,
- Refund the appropriate fees
- In case the Centralised Intake Office (CIO) receives an incomplete application:
- The Centralised Intake Office (CIO) would:
- Enter a record documenting the receipt of an application in the Global Case Management System (GCMS) and,
- Return the application to the applicant, without taking any further action on it
For provincial nominees, the officers take the lock-in date for a dependent child as the date the province or territory receives the complete application. Refer to Appendix A for more details on this.
Note:
- The officers date stamp applications upon receiving them at the Centralised Intake Office (CIO)
- Thereafter, they check the applications for completeness based on the date of receipt
- It is worth noting that the ‘application received’ date at the Centralised Intake Office (CIO) is the lock-in date
- This is why the authorities instruct processing offices not to change the application received date entered by the Centralised Intake Office (CIO) at the time of file creation
