The Immigration and Refugee Protection Regulations mandates the Department of Human Resources and Social Development Canada ("HRSDC") to furnish labour opinions
confirming the impact of a prospective permanent hiring of a foreign
national on the labour market. This process is commonly referred to as
"employment validation". An employment offer validated by HRDC provides
valuable points of assessment for an application for permanent residence.
