The question is often raised by potential applicants as to the effective date for determining the number of units of assessment to be awarded. This area has been addressed by our Courts in a number of cases where it has been held that "an application for an immigrant visa is made when it duly initiates the process leading to the issue or refusal of the visa": Wong v. Canada (Minister of Employment & Immigration) (1986), 64 N.R. 309 (Fed. C.A.) p.311.
