The British Columbia Provincial Nominee Program aims to accelerate the process for those wishing to obtain Canadian permanent resident status. There are two categories under which candidates can apply: Strategic Occupations and Business Immigrants.

Strategic Occupations

There are four components in this category:

  • Skilled Workers. The factors considered in assessing applications in this Strategic Occupations component are the following: occupation (must be classified as skill level “0”, “A” or “B” in the National Occupational Classification), demand and outlook for occupation, wage, qualifications, existence of an offer of employment, employer’s history and operations, economic benefits to British Columbia and the ability to become economically established in British Columbia. There is no processing fee.
  • Designated Health Professionals. Applicants in this category can be registered nurses, psychiatric nurses or physicians recruited by provincial and regional health authorities administered through Health Match BC (a recruitment service funded by the provincial government) and who meet the following requirements: registered nurses and registered psychiatric nurses must be registered with the College of Registered Nurses of B.C. or with the College of Registered Psychiatric Nurses of B.C. Physicians must have practiced in B.C. on a work permit for at least nine months and received a positive assessment from their supervising physician. Also included in this category are midwives. They must be eligible for registration with the College of Midwives of B.C. and have been accepted into a practice group for at least six months. There is no processing fee.
  • International Graduates. These applicants must have graduated from a post-secondary institution in B.C. Their field of study must appear on the lists of accepted fields of study, which is relatively short. There is no processing fee.
  • Entry-Level and Semi-Skilled Pilot Project. This is a two-year pilot project aimed at those in the following occupations: hospitality/tourism, food services, long-haul trucking and food processing. Applicants must have been employed full-time in an eligible occupation by the sponsoring company on a temporary work permit for at least nine months preceding their application. They have an offer of full-time, permanent employment. There is no processing fee.

Business Immigrants

This category is designed to accelerate immigration for qualified entrepreneurs wishing to settle in B.C. and become Canadian permanent residents. It must be a business which will provide significant economic benefits to the province. The PNP establishes nomination targets for the program and, as such, priority is given to candidates demonstrating the highest potential to create a successful business and to contribute economic benefits to the province. There are three categories of Business Immigrants, a $3000 processing fee being charged to candidates in each of the three categories.

  1. Business Skills Category. Candidates must make a personal investment of at least $400 000 to establish or purchase and expand an eligible business in B.C. They must create at least three jobs for Canadian citizens or permanent residents and participate in the day-to-day management and direction or the business. Also, they must sign a Deposit Agreement with B.C.
  2. Regional Business Category. Candidates must make a personal investment of at least $200 000 to establish or purchase and expand an eligible business outside of the Vancouver metropolitan area and the Abbotsford metropolitan area. They must have a personal net worth of $400 000. They must create at least one job for Canadian citizens or permanent residents and participate in the day-to-day management and direction or the business. Also, they must sign a Deposit Agreement with B.C.
  3. Strategic Projects Category. This category assists foreign-controlled companies establishing an eligible business in B.C. with the timely entry of foreign key managerial, professional or technical staff who intend to become permanent residents of Canada and settle in B.C. The main requirement is that they must make a minimum equity investment of $500 000.
