The provincial nominee program in this province is called Opportunities Ontario and was launched in February 2009. It supports Ontario employers by facilitating the immigration of managerial, professional and skilled foreign workers and international students required to meet their human resources needs. Employers apply for the approval of permanent full-time positions to be filled by foreign nationals and then recruit foreign nationals to fill the positions. They can recruit individuals who would qualify under either the General Category or under the International Student Category.
- General Category
This is an employer-driven program. First, an application is made requesting positions for which the employer would like to recruit a foreign national and then the individuals recruited submit a nominee application (for which there is a $2000 processing fee if the employer is in the Greater Toronto Area and $1500 if the employer is located outside of the aforementioned zone). The positions must be classified as skill level “0”, “A” or “B” in the National Occupational Classification.
- International Student Category
The process for this category is the same as under the General Category. International students can apply in the last semester of post-secondary studies or within two years of having completed their studies in Canada. A $1500 processing fee is charged.
- Investors
This program helps companies making an investment in Ontario to recruit and relocate key employees to ensure the long-term success of their investment. The investment must be endorsed by another Ontario ministry, the amount of the investment has to be at least $3 million and it must create five or more permanent full-time jobs.
The processing time for the employer packages (first step) is 90 days, and for the nominee packages (second step) is 90 days. Federal processing times approximately 12 months must be considered as well.
