The Immigration and Refugee Protection Regulations mandates the Department of Human Resources and Social Development Canada ("HRSDC") to furnish labour opinions
confirming the impact of a prospective temporary or a permanent hiring of
a foreign national on the labour market. The majority of temporary
hirings of non-Canadians will require a favourable HRSDC labour opinion
confirming that a prospective temporary hiring is genuine and is likely to
have a neutral or positive economic effect on the affected local labour
market. This process is commonly referred to as "employment validation".
Certain temporary hirings are exempted from the employment validation
process. Once a proposed temporary hiring of a foreign national is
validated by HRSDC or exempted from this process, the candidate would apply
for a temporary work permit at an appropriate immigration office.
