The officers would need to date stamp and number all the applications that they receive within the specified intake period. They would be responsible for reviewing the applications for completeness as well. They would need to review the applications for completeness based on the requirements specified in section R10. The evidence of a completed Canadian post-secondary educational credential (or higher) or a completed foreign post-secondary educational credential (or higher) and its equivalency assessment (i.e. Educational Credential Assessment – ECA report) issued by an organisation or professional body designated by Citizenship and Immigration Canada (CIC)

It is worth mentioning that the completed post-secondary educational credential would need to be less than five years old on the date the officers receive the application

In addition, the applicant has the ability to submit a Request for Exemption – Proof of Education form in lieu of providing the requested evidence of education

A properly completed Schedule A – Background / Declaration i.e. IMM 5669 for the principal applicant and, if applicable, the principal applicant’s spouse or common-law partner and all dependent children aged 18 years and older listed in the IMM 0008

A properly completed program specific schedule form for the principal applicant i.e. IMM 0008 – Schedule 17

A properly completed Fee Payment Form – Application for Permanent Residence i.e. IMM 5620 and evidence of payment of the applicable fees

A clear identification of the class in which the principal applicant is making the application

The officers would need to properly track the applications. In addition, they would need to ensure that the payments do not stale date following a positive first stage completeness check. This would typically happen in the case of applications that the officers might put on a waitlist. To avoid this, the Centralised Intake Office (CIO) would need to:

For the first stage completeness check, the Centralised Intake Office (CIO) would need to confirm only that the applicant has provided the evidence of education or the specified exemption request

In addition, the Centralised Intake Office (CIO) would need to validate that an organisation designated by Citizenship and Immigration Canada (CIC) issued the Educational Credential Assessment (ECA) reports (wherever applicable)

The authorities would only assess whether the applicant meets the education requirement once the application is put into process at the time of determining membership in the class
