The new list, effective November 1, 2019, includes 19 foreign qualifications for which Quebec immigration candidates score the maximum 12 points on the QSWP selection grid. Previously only 7 foreign qualifications were included.
PhD, master’s, undergraduate, college and secondary-level vocational qualifications are all included on the new list.
Previously, only undergraduate, college and secondary-level vocational qualifications were included as eligible foreign qualifications scoring the maximum 12 points.
Qualified chiropractors now score 12 points towards their application, after previously scoring zero.
The list also includes more than 100 Quebec qualifications that score the maximum 12 points.
A number of other changes have also been made to the list, published exclusively in French by the Quebec immigration ministry (MIFI).
The Areas of Training list is one of ten factors under the QSWP points grid. It awards a maximum of 12 points based on the applicant’s university, college, or secondary-level vocational degree from a Quebec-based, or foreign educational institution.
Quebec operates an Expression of Interest system to invite candidates to apply to the QSWP.
The Arrima system began issuing invitations in July 2019 after the governing Coalition Avenir Quebec moved to scrap the backlog of applications under the old system.
To date, invitations have been limited to candidates with job offers and those who had existing applications under the old system and are already in Quebec.
Quebec plans to welcome up to 44,500 new immigrants in 2020, an increase from the maximum of 42,000 in 2019, with up to 26,300 in the Economic Class.

After reducing immigration targets in 2019, the CAQ is planning to gradually increase the numbers back to 2018 levels by 2022.
The CAQ reduced immigration targets from roughly 50,000 in 2018 to 40,000 in 2019, a 20 per cent drop.
