The applicants would need to follow the instructions specified in this section in order for the officers to consider them as being eligible for consideration under the terms of the public policy.
The Guidelines for In-Canada Applications
The authorities require that foreign nationals residing in Canada:

Self-identify themselves as eligible for consideration under the public policy based on the conditions or eligibility criteria specified earlier in this document
-
Complete the application to change their conditions or extend their stay as a worker by paper (i.e. the applicants would need to submit a complete application form along with all the necessary supporting documents)

Besides this, the applicants would need to include a clear and legible copy of their Post-Graduation Work Permit (PGWP) refusal letters dated between September 01, 2014 and March 15, 2016, if available

Include the appropriate documentary evidence that the majority of their coursework including transfer credits was done in-class and not via distance learning
-
Clearly identify their application by specifying ‘Public Policy for Refused Post-Graduation Work Permit (PGWP) Applicants’ on the outside of the final envelope

In case the applicants are sending their applications by courier, they would need to write ‘Public Policy for Refused Post-Graduation Work Permit (PGWP) Applicants’ on the outside of the courier envelope

The applicants would need to write ‘Public Policy for Refused Post-Graduation Work Permit (PGWP) Applicants’ on the first page of the correspondence / application as well

Doing so would enable the Case Processing Centre in Vegreville (CPC-V) to easily identify these applications from among the others

Clearly label bundled applications with the words ‘Public Policy for Refused Post-Graduation Work Permit (PGWP) Applicants’ on the outside of the box and,

Submit their complete applications in paper form only to the Case Processing Centre in Vegreville (CPC-V) using the following address:

It is worth mentioning that Immigration, Refugees and Citizenship Canada (IRCC) must receive all applications submitted under the provisions specified in the public policy by March 17, 2017.
Note:

The following exemptions apply to applications submitted under the public policy from within Canada:

The applicants do not need to pay any application fees
-
Applicants without status in Canada who are past their 90-day restoration period will still be eligible for applying and,
-

Applicants who have not visited a designated country (refer to Appendix A) for a period of six months or more within the 12 months prior to the date they submit the applications under the public policy and have previously completed Immigration Medical Examinations (IMEs) would not need to give new Immigration Medical Examinations (IMEs)
The Guidelines for Outside of Canada Applications
The authorities require that foreign nationals residing outside of Canada:

Self-identify themselves as eligible for consideration under the public policy based on the conditions or eligibility criteria specified earlier in this document
-
Complete the application for open work permits from outside of Canada by paper (i.e. the applicants would need to submit a complete application form along with all the necessary supporting documents)

Besides this, the applicants would need to include a clear and legible copy of their Post-Graduation Work Permit (PGWP) refusal letters dated between September 01, 2014 and March 15, 2016, if available

Include the appropriate documentary evidence that the majority of their coursework including transfer credits was done in-class and not via distance learning

Undergo the prescribed medical examination prior to submitting their applications, in case the authorities prescribe one

Applicants would need to go through the section titled ‘Medical Exam Requirements for Temporary Residents (Visitors, Students and Workers) on the website of Immigration, Refugees and Citizenship Canada (IRCC) for more information on medical exams and the process of obtaining one prior to submitting an application [refer to Appendix B]

Submit their complete application forms in paper form only to Visa Application Centre that services their country of residence

The applicants would need to write ‘Public Policy for Refused Post-Graduation Work Permit (PGWP) Applicants’ on the first page of the correspondence / application as well

Doing so would enable the visa officers to easily identify these applications from among the others

The Guidelines for Priority Processing
It is worth highlighting that Immigration, Refugees and Citizenship Canada (IRCC) can commit to processing applications made under the public policy within 40 days. This is applicable in case applicants meet all aspects of the above-mentioned requirements specified under the in-Canada and outside of Canada application sections.
The Guidelines for Temporary Resident Permit (TRP) Applications
The Guidelines for Withdrawals of Temporary Resident Permits (TRP) Applications Pending Decisions and Fee Refunds
Foreign nationals would need to withdraw their Temporary Resident Permits (TRPs) and any associated open work permit applications using the Immigration, Refugees and Citizenship Canada (IRCC) Webform. They would need to do this when they submit their paper applications for open work permits under the public policy. when they withdraw their applications, they would receive refunds of the appropriate fees paid.
However, this is only applicable to foreign nationals who are eligible for consideration under the public policy who submitted applications for:

Temporary Resident Permits (TRPs) [for which the authorities have not made a decision as yet] or,
-
Temporary Resident Permits (TRP) along with open work permits [for which the authorities have not made a decision as yet]
The Guidelines for Refunds of Temporary Resident Permits (TRPs) Fees for Refused Applicants
At present, Immigration, Refugees and Citizenship Canada (IRCC) is seeking the appropriate approvals for refunding the fees paid by foreign nationals who are eligible for consideration under the public policy and who received refusals of their Temporary Resident Permits (TRPs) and any associated open work permit applications prior to the coming into force of this public policy. The authorities will be issuing additional information on the refunds for refused Temporary Resident Permit (TRP) applicants when it becomes available.
