- Applicants would need to submit their Citizenship and Immigration Canada (CIC) Humanitarian and Compassionate (H&C) application forms to the Backlog Reduction Office in Vancouver (BRO-V)
- In addition, these applicants would need to submit the form Demande d’examen du parcours d’intégration au Québec en vue de l’obtention du certificat de selection to the Backlog Reduction Office in Vancouver (BRO-V) too
- The applicants would need to meet the eligibility criteria for the temporary public policy
- Only then would the officers of Citizenship and Immigration Canada (CIC) be able to refer their applications to the ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI)
- The ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) will:
- Assess the applicants based on their Quebec establishment factors
- Notify the Citizenship and Immigration Canada (CIC) of its decision on the Avis sur le parcours d’intégration
- Inform Citizenship and Immigration Canada (CIC) about whether it issued a Certificat de sélection du Québec (CSQ) or not
- If the ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) issues a Certificat de sélection du Québec (CSQ):
- Citizenship and Immigration Canada (CIC) will examine the application for Humanitarian and Compassionate (H&C) consideration as per the existing provisions specified in the program delivery instructions on Humanitarian and Compassionate (H&C) considerations
- While doing this, Citizenship and Immigration Canada (CIC) will consider the assessment of the ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI)
- If the ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) does not issue a Certificat de sélection du Québec (CSQ):
- Citizenship and Immigration Canada (CIC) will inform the ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) of its decision
- This is especially so if Citizenship and Immigration Canada (CIC) finds sufficient Humanitarian and Compassionate (H&C) grounds for granting an exemption
- If the ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) does not reconsider their Certificat de sélection du Québec (CSQ) decision:
- Citizenship and Immigration Canada (CIC) will contact the applicant and check whether the applicant is willing to reside in a province other than Quebec
- Citizenship and Immigration Canada (CIC) will also assess admissibility and make a final decision on the application, once the authorities approve the application i.e. stage 1
