May 21, 2019 – Prime Minister Justin Trudeau says immigration is a crucial factor behind Canada’s thriving technology sector.
Trudeau told a conference in Toronto that Canada’s openness to welcoming new immigrants was central to the growth of the technology industry.
The Liberal leader said that while countries like the U.S. are closing themselves off to immigration under Donald Trump, Canada’s ability to remain open has given it an important edge.
“Access to talent obviously comes from immigration and it comes from training young and educating Canadians right,” said Trudeau.

He added: “As we see anxieties and worries around the world, Canadians know that we get more resilient communities, we get better solutions, we get better innovations, when we bring in people from all around the world.
“That’s why we are doing well even at a time of anxiety — we have seen the Canadian economy flourish over the past few years.”
Since Trudeau and the Liberals came to power in 2015, the government has moved to push annual immigration levels through the 300,000-barrier, with a plan to welcome 350,000 newcomers per year by 2021.
The majority of these newcomers are economic immigrants: skilled workers whose qualifications and experience are matched to the requirements of Canada’s labour market.
Perhaps the major masterstroke of the last four years has been the introduction of the Global Talent Stream, a flagship work permit stream that features two-week processing for the most in-demand technology occupations.
At a time when Trump has overseen a deliberate increase in red tape under the equivalent H-1B, Canada has been able to offer a viable and fluid alternative north of the border.
It means that not only are foreign technology workers starting to choose Canada over the U.S., but major tech firms are moving at least parts of their operations here, drawn by the ability to hire the right staff quickly.
Once tech workers are here on Canada work permits, the experience they gain counts towards an application for permanent residence through the Canada Express Entry system.
What Are The Key Elements Of The Global Talent Stream?
- Two-week standard for processing Canada work permit applications (and Canada visa applications when applicable) for highly skilled talent.
- Dedicated service for companies looking to make significant job-creating investments in Canada.
- Companies applying for workers through the Global Talent Stream will have access to the new streamlined application process that will provide:
- Client-focused service to help guide eligible employers through the application process and the development of the Labour Market Benefits Plan, with a service standard of 10 business days.
- Eligibility for workers to have their work permit applications processed in 10 business days.
