What Is the Federal Skilled Worker Program?
The Federal Skilled Worker Program is Canada’s flagship immigration program for skilled workers who have gained their work experience outside Canada. It enables eligible foreign nationals to apply for permanent residence based on their ability to establish themselves economically in Canada.
To qualify, applicants must meet minimum requirements for skilled work experience, language proficiency and education. They must also score at least 67 points out of 100 under the FSWP selection grid, which assesses factors including age, education, work experience, language ability, arranged employment and adaptability.
Applicants who meet these requirements can enter the Express Entry pool, where they receive a Comprehensive Ranking System (CRS) score. IRCC regularly invites the highest-ranked candidates, as well as candidates selected through category-based draws, to apply for permanent residence.
How Does the Federal Skilled Worker Program Work?
The application process takes place in two stages.
First, applicants must qualify for the FSWP by meeting the program’s minimum eligibility requirements and scoring at least 67 points under the selection grid.
Second, eligible candidates create an Express Entry profile and receive a CRS score. Immigration, Refugees and Citizenship Canada (IRCC) uses the CRS to rank candidates in the pool before issuing Invitations to Apply through regular Express Entry draws.
Candidates who receive an Invitation to Apply have 60 days to submit a complete permanent residence application with supporting documents. Once a complete application is received, IRCC aims to process most Express Entry permanent residence applications within six months, although processing times may vary depending on individual circumstances.
Minimum Requirements
Before the points grid, you must meet the core eligibility criteria set by Immigration, Refugees and Citizenship Canada (IRCC):
- Skilled work experience: at least one year of continuous full-time (or equivalent part-time) paid work in a skilled occupation (National Occupational Classification TEER category 0, 1, 2 or 3) within the last 10 years.
- Language ability: at least Canadian Language Benchmark (CLB) 7 in English or French, proven with an approved test.
- Education: a Canadian secondary or post-secondary credential, or a foreign credential with an Educational Credential Assessment (ECA) showing it is equal to a Canadian one.
- Proof of funds: enough settlement money to support yourself and your family, unless you are authorized to work in Canada and have a valid job offer. The required amounts are updated yearly, so check the current figures before you apply.
- Admissibility: you must be admissible to Canada (for example, no serious criminal or medical inadmissibility).
The Six Selection Factors (67-Point Pass Mark)
If you meet the minimum requirements, IRCC scores you out of 100 across six factors. You need 67 points or more to qualify:
- Language skills – up to 28 points
- Education – up to 25 points
- Work experience – up to 15 points
- Age – up to 12 points
- Arranged employment in Canada – up to 10 points
- Adaptability – up to 10 points
Meeting the 67-point mark makes you eligible for the program, but it is separate from your Comprehensive Ranking System (CRS) score, which determines your rank once you are in the Express Entry pool.
Education
Maximum of 25 points
The maximum number of points awarded for education is 25, with maximum points awarded to applicants with doctoral degrees. Foreign credentials will be evaluated by a designated third party to determine their Canadian equivalent.
Language
Minimum threshold of 16 points, Maximum of 28 points
Only applicants capable of demonstrating an intermediate to high level proficiency in one of Canada’s official languages, English or French, will be considered. Applicants who meet the minimum threshold must score at least 16 points under this selection factor. Higher language proficiency can lead to a score of up to 24 points.
A further 4 points are available for a second official language.
Employment Experience
Minimum of 9 points, Maximum of 15 points
The program requires a minimum of one year of work experience in an eligible occupation to qualify and the maximum consideration is six years.
Age
Maximum of 12 points
Up to 12 points will be allotted to candidates between the ages of 18 and 35 years. Each year above the age of 35 will reduce the allocation by one, with no points being awarded as of age 47.
Arranged Employment
0 or 10 points
Points are allotted to individuals with a validated offer of employment in Canada. Candidates require a positive Labour Market Impact Assessment for their job offer to qualify.
A candidate’s proposed employer must demonstrate that the hiring of a foreign worker will have a neutral or positive effect on the local labour market.
Candidates with a validated employment offer will gain 10 points under this factor, and an additional 5 points in the Adaptability selection factor for a total of 15 points.
Adaptability
Maximum of 10 points
Applicants who have at least one year of full time Canadian work experience in a managerial, professional, technical or skilled trade occupation will be awarded maximum points. As mentioned above, a validated offer of employment will provide five adaptability points. Other considerations awarding points under this selection factor include: A close adult relative living in Canada; Applicant or spouse has studied in Canada; Spouse has previous Canadian work experience; Spouse has knowledge of one of Canada’s official languages.
How the Program Works Within Express Entry
The FSWP is one of three federal programs (alongside the Canadian Experience Class and Federal Skilled Trades Program) managed under Express Entry. Eligible candidates create a profile, receive a CRS score, and enter a pool. IRCC then invites the highest-ranked candidates – and, through category-based selection, candidates with specific in-demand attributes such as healthcare or trades experience or strong French – to apply for permanent residence.
